Mr. Morie Lengor Esq.

Mr. Lengor is the Political Head and current Minister of the Internal Affairs. He is a graduate from Fourah Bay College University of Sierra Leone in Bachelor of Arts with Honours and LLB Honours and also a graduate of the Sierra Leone Law School. Was called to the Utter Bar in October 2002. He is a qualified Legal Practitioner. He served in the Sierra Leone Police Force for thirty-eight years and retired honorably from the Service in 2018. He was awarded the Baton of Honour as the Best Recruit in the Police in 1980 and has a National Award as a Member of the Rokel (MOR) for Diligence and Meritorious Service. He did many professional Courses during his service in the Force. Before his appointment as Minister, he was the Chairman of the Advisory Council of the National Drug Law Enforcement Agency (NDLEA).

Director Police Affairs

· Supervise staff of the directorate.

· Principal liaison between the Ministry and Sierra Leone Police in the formulation of policies and programs.

· Receive and facilitate the investigation of internal misconduct of senior police officer for the attention of the Minister and Police Council.  

· Assist the Minister and Senior Management team to develop affective workflow and feedback systems between the Ministry and SLP.

· Advice the Minister on all professional matters for the Sierra Leone Police.

· Coordinate Meetings between the Inspector General of Police and the Minister.

· Monitor and coordinate issues relating to recruitment, training, promotion and posting of senior Police officers.

· Liaise with Regional Commanders, Head of CID to share weekly updates on major incidents, high profile investigations and major operations undertaken by SLP.

· Coordinate in the preparation of the manpower plan and administration of the annual leave plan.

· Develop draft job description in consultation with heads of Directorates/Departments/Units/Divisions.

· Supervising and coordinating the preparation of draft annual estimates in accordance with a strategic and submitting them to the budget committee at the required dates.

· Ensuring that the authorized estimate of expenditure on votes under my control are not exceeded.

· Keeping watch on the expenditure of votes controlled by other officers and warn them if there is a danger of those votes being exceeded.

· Informing the Vote Controller and the budget Committee regularly of the expenditure incurred or likely to be incurred under each vote.

· Assist in preparing supplementary estimates for submission to the Budget Committee.

· Ensuring that no expenditure is incurred before it has been authorized.

· Establishing a proper system of accounting in accordance with these regulations.

· Supervising all officers entrusted with the receipt and expenditure of the MDA’s funds and taking precautions, by the maintenance of frequent checks, including supervise audits, against the occurrence of frauds, embezzlement of carelessness.

· Devising and implementing records management policies and systems to ensure that data is accurate, stored securely for the correct amount of time, accessible to the correct people and disposed of in line with legal requirements.

· Dealing with enquiries and requests for information, including queries from organizational leaders needing data to make large-scale decisions.

· Ensuring that financial, legal and administrative requirements and regulations are complied with:

· Classifying and indexing records

· Destroying or archiving data/records

Mr. Mohamed Boi Jalloh

Budget Officer

· Provide technical support and guidance to the Ministry of Internal Affairs and the Sierra Leone immigration Department on budget related issues

· Prepare and process quarterly requests thereby ensuring that funds are available for MDAs operations

· Monitor GoSL budget expenditures to ensure that MDAs stay within the approved allocated amount

· Prepare MTEF budget estimates for the Ministry of internal Affairs (MIA) and the Sierra Leone Immigration Department (SLID) in the third quarter of each fiscal year

· Provide support to the Ministry of Internal Affairs and the Immigration Department in the preparation of their Strategic Plans, Costing Template and Payroll Template to capture their Budget Estimates for both Recurrent and Capital Expenditure

· Review proposed budget submissions prepared by various Units/Divisions of MIA and SLID for accuracy, completeness and create a consolidated budget version for management approval

 

· Compare actual and budgeted results at the end of each reporting period and report significant variances on a quarterly, half yearly and annual basis

· Assist with the adjustment and creating of budget codes when requested by the accountant General’s Department
