Sierra Leone's Minister of Internal Affairs emphasizes the significance of bilateral security cooperation in enhancing global security.
Korovy Val, Moscow – 29 May 2025: * – Sierra Leone’s Minister of Internal Affairs, Morie Lengor Esq. delivered a rousing speech at the XIII International Meeting of High-Ranking Representatives in Charge of Security Matters, held in Moscow from May 27 to 29, 2025.
The annual gathering brings together global security leaders to discuss collaborative approaches to peace and security in an increasingly unpredictable world.
In his statement, the Honourable Minister conveyed salutations and gratitude from H.E President Bio and the people of Sierra Leone to His Excellency President Vladimir Putin, the Russian Government, and the citizens of the Russian Federation for their hospitality and continued support.
Touching on the theme of the summit, Minister Lengor emphasized the importance of multilateral dialogue in addressing global security threats.
“In the context of today’s complex global security landscape, gatherings like this are critical. In our African tradition, we say ‘we hang heads’, which means we come together to think, share, and craft sustainable solutions for global peace,” he stated.
He commended the Russian Federation for facilitating the annual summit, which he described as a “laudable initiative” that fosters collaboration and friendship among security stakeholders worldwide.
Minister Lengor called for collective engagement in achieving international peace and stability, underscoring the importance of inclusivity in global security efforts.
“No one country can make the world a safer place alone. Even the smallest nations play a vital role in ensuring global peace,” he said, urging continued unity, especially among countries of the Global South and East.
The summit concludes on May 29 with high-level discussions expected to focus on transnational threats, cybersecurity, terrorism, and regional cooperation frameworks.
On the sidelines of the conference, Honourable Minister Lengor held very fruitful consultative meetings with his Guinean, Gambian, Somalian counterparts. With Guinea the minister and his colleagues discussed Yenga and trans boarder crime. With Gambia, they discussed issues of Sierra Leoneans involved in criminal activities in the Gambia in specific reference to Kush. With Somalia the minister discussed human trafficking. The Minister also held meeting with a global cybersecurity organization.

Chinese Ambassador pays Courtesy Visit on the Minister of Internal Affairs

The Minister of Internal Affairs Morie Lengor Esq, has today welcomed the Chinese Ambassador Xing Qing and Team, during a courtesy visit at his office on bilateral cooperation.
The Ambassador of the People's Republic of China to the Republic of Sierra Leone, His Excellency Wang Qing said his visit was to underline the significance of the bilateral cooperation between the two Countries, applauding the Government for their sustainable support of their cooperation on the protection of Chinese Community in Sierra Leone. He expressed grattitude for the Ministry's continuous support to his Embassy and also highlighted major achievements of China's cooperation in varrious spheres, like infrastructure in the national stadium,Youyi Building and the Foreign Service Academy among others.
This according to the Ambassador will provide strategic guidance for their bilateral relations. Ambassador Qing also discussed foreign investments projects with a particular focus to contributes to Sierra Leone's employment and revenue generating. He elaborated on the issue of capacity building and collaboration of enforcement between China and other key institutions.
He appreciated the Ministry for their close and fruitful working relationship and expressed optimism for a shared future of mutual development and prosperity, reaffirming China's commitment to deepening China - Africa cooperation that will benefit the two Countries.
In his response, Minister Lengor Esq, on behalf of the President, His Excellency Brig. Rtd Julius Maada Bio, expressed sincere gratitude to Ambassador Wang Qing for his visit and appreciated China for their numerous supports over the years. He said the comprehensive review of their strategic relationship with China has spanned over decades, acknowledging the extensive effort involved in driving this valuable bilateral cooperation. He cited the long process leading up to further tightening the cooperation between the two Countries. He informed the Ambassador about the Agencies and Departments under his Ministry's purview and underscored his vision in developing a Strategic Master Plan, which will guide the Ministry in service delivery.
He disclosed that the SMP is now in the process of its final draft as inputs has been made by all heads of Agencies and Departments, noting that external consultations and partners support would be solicited.
Minister Lengor Esq, however emphasized on the importance of the strategic bilateral cooperation between the two Countries. He stated that China's investment is visible in supporting them but however noted that the protection of those investments falls on them as a Ministry being charged with the responsibility of Internal security. He added that to ensure the stability and security of the investment, there should be a symbiotic relationship between the investments and security sector.
The Minister furher expanded his discussions in seeking for support for his Ministry and its Agencies in possible areas like mobiilty, logistical and equipment to particularly the National Fireforce to enable them to promptly respond to fire incidents and other security related issues. He however, concluded pledging his Ministry's close collaboration and support to the Embassy, assuring them of a better and fruitful relationship.
The two sides had an in-depth and fruitful engagement on bilateral cooperation and relations, as the meeting climaxed with the presentation of gift from Ambassador Qing to Minister Lengor Esq, in recognition of his appointment.

INTERNAL AFFAIRS MINISTER DIALOGUES WITH RESIDENTS OF PORTLOKO DISTRICT IN CIVIC DAY SERIES
Tuesday 6th May, 2025 _ The Minister of Internal Affairs Rtd AIG Morie Lengor Esq, was among the Government Officials and other government functionaries, represented at the Civic Day Series event in Portloko, to have a dialogue with residents on security related issues.
The Civic Day Series Town Hall organized by the Ministry of Information and Civic Education in Portloko, aimed at taking the government to the people.
In his address, the host minister and Minister of Information and Civic Education Mr. Chenoh Bah, remarked that the event also provided a platform, as part of His Excellency the President Brig Rtd Julius Maada Bio"s initiative aimed at amplifying the citizens engagement space, and bolster the role of citizens in decision-making processes in government.
The Minister of Internal Affairs Rtd AIG Morie Lengor Esq, provided an account of his stewardship, and engaged in discussions contributing to efforts in bringing the government closer to the people. He highlighted key areas of security concerns, describing the present security situation in the Country as calm, cool and quiet. He commended the people of Portloko for their resilience, as their success story in the area of security is a clear manifestation of peace and stability in the Country. He emphasised and urged all to ensure that peace and security continued to prevail in the Country.
He further delved into the issue of Yenga disputes, stating that with government swift intervention and support, the situation is under control. He noted that they have also intensified government engagement to ensure that the problem of Yenga would be resolved definitely and permanently, while, reassuring them of government commitment to their peace and security.
Reacting to critical concerns raised by the Residents, Minister Lengor Esq, touched on issues of the National Civil Registration Authority for Paramount Chiefs, bothering on the change of names, and promised to reach out to them after much enquiring and discussions from other authorities. He also dilated on questions raised about the Fire Station in the district among others. He committed that he would put modalities in place to address those issues, while encouraging them to exercise patient, as plans are underway to secure fire engines for the Station.
"I want to share the Ministry's new vision, of making Sierra Leone the safest place to be in the World. I also want to inform you that, we want to take head-on, on the issue of lawlessness and indiscipline in the Country ". Minister Lengor Esq, concluded.
Moving forward, other government officials also elaborated on their stewardship, emphasizing on their success stories, while reacting to questions that were posed by the Residents.
Among them was the Minister of Agriculture and Food Security, Dr. Henry Kpaka who delivered on areas such as, local agricultural production, ensuring food sufficiency and security and creating more jobs for women and the youth.
Also, the Deputy Minister of Basic and Senior Secondary Education, Mrs. Emily Gogra also expressed significant gains made so far by the Ministry and encouraged school going children to make education their priority.

MY VISITS TO THE CENTRAL BUSINESS DISTRICT IN FREETOWN ABOUT TWO MONTHS AFTER THE SLP BAN ON COMMERCIAL BIKES TO PLY THE CBD- OBSERVATION
For several days last week, I visited the Central Business District at different times to assess the Sierra Leone Police ban on commercial in the CBD.
As somebody that has been concerned and observing over the years the effectiveness and implementation of SLP ban on commercial bikes in the CBD; I observed that this time round it has been very successful with negligible lapses.
I was so surprised and felt internally happy that with a shaky start, this time round the Police have got it with total success rate.
I am bringing this up because some people are good at lashing at the police with very little recognition of the good things they do.
During my visits, the CBD was virtually devoid of okadas with minimal traffic congestion and noise.
Several IGs and successive Internal Affairs Ministers have tried over the years, but failed due to the intricacies such as political interference triggering weak enforcement and the strength of BRA
This is no small success and therefore wish to bring it up and send my gratitude to IG Sellu Fayia and the entire police.
This leads me to the reasons why the ban has been overwhelmingly successful. The re-arrangement of police deployment in Freetown just before the ban strengthened the commitment and enforcement of the ban; also of importance was the intensive engagement of the Okada stakeholders.
But the most critical factor responsible for this success, I believe, is the appointment of our astute, hardworking and steadfast former KAIDDA Chairman, AIG Morie Lengor, as Minister of Internal Affairs.
Working with AIG Morie Lengor for over four as the Secretary General of KAIDDA, I knew him to be very determined, honest and overwhelmingly dedicated with fore-sight and desire to always succeed in all his assignments, taking KAIDDA from near collapse to an enviable height.
Being former police rising to the rank of Assistant Inspector General, did what was necessary to succeed. This will stand as an additional accolade to his history of many lorels over the years.

MINISTER OF INTERNAL AFFAIRS PLAY HOST TO US AMBASSADOR
Thursday 13th February 2025
The US Ambassador to Sierra Leone Mr. David Bryan Hunt and Team paid a courtesy visit on the Minister of Internal Affairs Rtd AIG Morie Lengor Esq, at his Gloucester Street Office in Freetown, to discuss issues relating to security and the relationship between the United States of America and Sierra Leone.
During the meeting the Ambassador discussed issues relating to strengthening security - law enforcement on human traficking, transnational organized crimes, airregular migration and nacortic drugs among others.
He also delved into the issue of the deportation of illegal migrants residing in the USA, commiting that he would continue to update the Minister on procedures and processes to aid their return. He also assured that he would also furnish him information about their profiling and other details, as well as adequate notification about their arrival.
Ambassador Hunt also called on the Minister to identify areas of priorities in transforming the Ministry. He informed about opportunities available for further collaboration and cooperation including capacity building training.
Ambassador Hunt further stated that he was very delighted to meet with the Minister of Internal Affairs to learn about his policy directions and programmes for his Ministry interms of security.
In his response, the Minister of Internal Affairs Rtd AIG Morie Lengor Esq, welcomed the US Ambassador Bryan David Hunt, reaffirming Government's commitment in strengthening security and safety across the country.
The Minister further disclosed that his Ministry has initiated the development of their Strategic Master Plan, noting that before its finalization the Ambassador would be invited to make an input especially in areas he would want to support in its implementation.
Most importantly, Minister Lengor Esq, pleaded with the Ambassador to extend future support to Agencies and Departments through the Ministry. The Minister thanked the Ambassador for his visit and said he was very honored, and that he would return his visit to enhance cooperation and collaboration in areas of interest for the mutual benefits of Sierra Leone and the United State. He further appreciated the Ambassador for his role on the tripartite agreement for national peace and cohesion.

Gambia High Commission Delegation pays Courtesy Call on Minister of Internal Affairs
The Minister of Internal Affairs Rtd AIG Morie Lengor Esq, has on Thursday 17th April 2025 received a courtesy call from a three-member delegation at his Gloucester Street Office in Freetown. According to the team lead and Deputy Head of Mission of The Gambia High Commission, Mr. Bulli Dibluo, the meeting aimed to inform the Minister about a proposal for a bilateral cooperation meeting between the two Countries, which was initiated by the Embassy of The Gambia together with the Embassy of Sierra Leone.
Mr. Dibluo said Gambia and Sierra Leone shared similar problems and challenges, the reason the two Embassies initiated a proposal for a bilateral meeting between the two Countries.
He informed that, the proposed meeting aimed to discuss security related matters, between the two Countries, in areas of cross border management, border crimes, drug trafficking and other immigration related matters. He said Sierra Leone could be described as a very small country, but the most peaceful country in West Africa, adding that the delegation is very much appreciative of the opportunities and facilities provided to them in Sierra Leone.
"I have spent couple of years in Sierra Leone, i am grateful to the President of Sierra Leone and his government for the hospitality" Mr. Dibluo stated.
Minister Lengor Esq, opened his statement with an overwhelming appreciation on behalf of the President, His Excellency Brig Rtd Julius Maada Bio to the Team for their visit, as the relationship between the two Countries has spanned for ages.
He underscored the shared values between the two Countries, admitting that they shared similar problems and challenges. He however, intimated that with continued collaboration and cooperation they would be able to address them, especially one bothering on the safety and security, of the two counterpart citizens residing in both Countries.
Minister Lengor Esq, further sorted the necessity to have an MOU, alongside the proposed bilateral meeting, on the issue of intelligence sharing, wherein, other key players in the security sector would be involved, including his main counterpart, the SLP, ONS and the Immigration, as a way forward to improve the composition of security related matters.
During their discussions, both parties exchanged pleasantries and reflected on the enduring and strong bilateral relationship between the two Countries. They emphasised areas of shared interest, while looking forward to the bilateral meeting, particularly on the importance of enhancing collaboration, cooperation and commitment in strengthening security between the two Countries, for the common goal in international relations.

National Task Force on Anti -Traficking in Persons Investigation Team Engages the Minister of Internal Affairs on Measures & Actions against Traficking in persons
Freetown, Tuesday 15th April, 2025 - In an effort to prevent the scourge of Traficking in Persons, the National Task Force on Anti -Traficking in Persons Investigation Team has engaged the Minister of Internal Affairs Rtd AIG Morie Lengor Esq, to discuss issues and actions bothering on traficking in Persons and the challenges faced in investigating issues, relating to Traficking in Persons.
Briefing the Minister, the Executive Director, Anti - Traficking in Persons Secretariat, Mr. Dehunge Shiaka, outlined their plans in conformity with the Task Force, which among others is planning on mechanisms to strengthen periodic refresher training for Police Personnel within the Country and out of the Country. He also touched base on the challenges they have encountered in investigating issues on Traficking in Persons, especially in clamping down on suspects as well as presumed victims involved in Traficking in Persons and further proffered solutions to address some of their challenges for effective and efficient service delivery.
Responding to their concerns, Minister Lengor Esq, informed that he had earlier engaged the US Ambassador Brayan Hunt wherein, they had lengthy discussions on the issue of Traficking in Persons, on measures to tackle it. He mentioned that to enhance the fight against human traficking, there is a
need to have vocal points in all the Regions, to liaise with them on issues relating to Traficking in Persons, as well as conducting a refresher training and training of trainers.
He also recommended that they do a concept paper, and a training calendar targeting those that they want to refresh and to ensure that Trafficking in Persons training module be incorporated in the curriculum, to enable them to have full knowledge and information tips to recover victims and investigate traffickers.
Minister Lengor Esq, however, commended the efforts and commitments of the National Task Force on Anti - Trafficking in Persons, reassuring them of his full support.
Representatives from multiple government Ministries, Departments and Agencies, formed part of the National Task Force on Anti - Trafficking in Persons, made valuable contributions geared towards the fight against Trafficking in persons.

The current Minister of Internal Affairs Rtd. AIG. Morie Lengor Esq. is a blessing to the people of Sierra Leone.
This maiden speech at the opening of girls Parliament by the hon. minister has captivated the young girls and women of Sierra Leone.
Speaking during the event, Minister Lengor, underscored the need for joint efforts in tackling challenges faced by young girls.
"We must continue to work together and support our girls through Laws that will protect them," he stated.
The Minister expressed his gratitude to His Excellency the President for supporting women and the First Lady for the Hands Off Our Girls campaign.
